The purpose of this project is to establish and maintain 3 specialist teams in responding environmental accidents of northern Taiwan region under EPA’s surveillance. The 3 specialist teams are located at Taipei, Yilan, and Hsinchu respectively and each team has 18 individuals with at least 3 persons on duty at all times. Their responsibilities include accident site emergency response, accident sites pollution monitoring, sampling, clean-up, and recovery, etc. To enhance the effectiveness and capability of environmental accident response, we have participated in a total of 115 accident sites including 60 accidents response. calibration and regular maintenance work of all instruments are performed to ensurethem functioning normally. Regarding accident prevention and preparedness, we have conducted 328 in-plant reviews of toxic chemical substances handling facilities, 160 tests of no-warning in-plant tests, 4 workshops of mobilization, 42 seminars of laws and regulations briefing, and 6 group training of industrial joint response task forces. In addition, 97 drills incorporate with local environmental authorities concerning anti-terrorism and environmental accidents are performed along with 576 hazard prevention and emergency response plans are reviewed. Finally, 3 a case-study and lesson learned conference is held to preventsimilar accidents occurred.
